Support H.R. 2965
Oppose the Chabot Substitute Amendment
Dear Judiciary Committee Members:
On behalf of the undersigned unions, we urge you to oppose the Chabot amendment when it is offered again in committee later this month.
The Chabot amendment is a substitute amendment which would replace the substance of H.R. 2965, with yet another study of the Federal Prison Industries (FPI) program. This would merely delay the obvious and much needed reform of a program which has garnered bipartisan criticism from Members of Congress, business, and labor.
The Federal Prison Industries Competition in Contracting Act (H.R. 965) of 2005, contains language that directs the Comptroller General to conduct a study that evaluates the impact of the legislation on FPI during the implementation process. Based on the recommendations of this study, H.R. 2965 would look to Congress to make the appropriate changes based on the studies’ findings and recommendations.
The facts are clear, H.R. 2965 already provides for the same type of study called for by the Chabot amendment without eliminating the much needed reform of FPI.
As active members of the Competition in Contracting Coalition, the undersigned unions strongly urge you to VOTE NO on the Chabot amendment, and support reform of the nation’s Federal Prison Industry program.
