RESOLUTION ENDORSING THE PRINCIPLES SET FORTH IN UFCW RESOLUTIONS AND CONSTITUTIONAL AMENDMENTS
WHEREAS, the United Food and Commercial Workers International Union believes that only a labor movement committed to rebuilding worker power can provide economic security and dignity for American working families; and
WHEREAS, the United Food and Commercial Workers has developed a series of comprehensive resolutions and amendments to bring about the changes necessary within the Federation so that it can a part of this effort to rebuild worker power; and
WHEREAS, a program to revitalize the AFL-CIO includes:

Recognition that affiliated unions are responsible for the planning, directing, staffing, and executing of programs for organizing, bargaining, representing and mobilizing workers, all functions which they are best suited to carry out.

A provision in Federation Constitution for an Executive Committee with executive authority over all aspects of the Federation, including programs, budgets, resource allocation and staffing.

An Executive Committee capable of effective decision making and made up of chief executive officers of at least those unions representing the majority of the membership and several additional members in recognition of the need for diversity and full participation of varied groups in the governance of the Federation.

A recognition that affiliated unions in the Federation must concentrate their organizing on core industries in order to increase union density and to put themselves in a position to negotiate the strongest possible collective bargaining agreements.

A return of money to the affiliated unions in the form of per capita tax rebate to support the increased emphasis on core industry organizing.

A plan to encourage those affiliates which lack the resources or the ability to increase membership in their core jurisdiction to merge with other affiliated unions.

A streamlined and restructured Federation that concentrated its resources on the following essential functions:
a. Political and legislative actions:
b. Public communication;
c. Legal;
d. National and global coalitions;
e. Capital strategies, and corporate and economic research.
THEREFORE BE IT RESOLVED that:
The UFCW Executive Board endorses the principles contained in the resolutions and constitutional amendments of the UFCW and calls upon the UFCW delegates to the AFL-CIO Convention to work to achieve the adoption of these principles.

RESOLUTION AUTHORIZING THE EXECUTIVE COMMITTEE TO WORK TO ACCOMPLISH CHANGE, BUT TO DISAFFILIATE FROM THE AFL-CIO IF THAT BECOMES NECESSARY
WHEREAS, the United Food and Commercial Workers has engaged in the process of change to rebuild worker power through strategic organizing and bargaining in our core industries; and
WHEREAS, a revitalized labor movement that shares the UFCW commitment to rebuilding worker power is essential to achieving the UFCW's goals; and
WHEREAS, the UFCW has developed a set of reform principles to revitalize and restructure the Federation; and
WHEREAS, the Executive Board of the UFCW has called upon the UFCW delegates to the Federation Convention to work to achieve these objectives; and
WHEREAS, there may not be sufficient will within the Federation to adopt the changes necessary to move the labor movement forward;
THEREFORE BE IT RESOLVED that:
In the event the UFCW reform principles which are necessary to bring about a revitalized and restructured Federation are not achieved, the Executive Committee of the UFCW is authorized to consider and to take any and all action, if it deems necessary, to disaffiliate from the Federation; and
BE IT FURTHER RESOLVED that
In the event of disaffiliation the UFCW continue to work in a spirit of cooperation with other unions, whether within or without the Federation; and
BE IT FURTHER RESOLVED that
The UFCW participate in whatever association or associations of unions it determines to best advance the interests of the membership of the UFCW.
