Last week, Washington, D.C. Mayor Vincent Gray vetoed the Large Retailer Accountability Act (LRAA) which would have required big box retailers to pay a $12.50 per hour minimum wage.

D.C. residents from neighborhoods throughout the city took their calls for fair wages and good jobs to the D.C. City Council today in light of the override vote of Mayor Gray’s veto of the LRAA. The bill has been recognized by local residents, Council Members, policy experts, and economists as a bill that would help improve jobs and bolster the local economy.

At noon on Tuesday, hundreds of people – including OUR Walmart, UFCW Local 400, AFL-CIO, OUR DC, DC Jobs with Justice, and other community supporters rallied for an override. The rally came as Walmart workers in the D.C. area and nationwide have increased their calls to improve jobs at the country’s largest employer. Last week, 100 workers and supporters were arrested when refusing to end their calls for better jobs at Walmart.

On Tuesday, the D.C. City Council failed to override Mayor Gray’s veto of the LRAA. The bill faced fierce opposition from the world’s largest retailer, Walmart, which threatened to cancel three of six stores planned for D.C. if the LRAA was passed. The threat was made despite the fact Walmart had promised residents and elected officials it would pay a wage of $13 an hour to workers if the stores were approved.

Despite falling short of success, the wage ordinance has boosted living wage efforts across the country.

Less than a week ago, the California Legislature approved raising the state’s minimum wage from $8 an hour to $10 by 2016. This fall, New Jersey voters will vote on a referendum that would raise their state’s minimum wage to $8.25 an hour. And the Minnesota Legislature is moving toward passage of its own minimum wage increase.

According to the Economic Policy Institute, if the federal minimum wage had kept pace with the cost of living over the past 40 years, it would be $10.74 an hour today, not $7.25

A report from the national public policy center Demos shows that better jobs at Walmart and other large retailers would help the store’s bottom line, as well as have an impact on individual families and the larger economy. A wage floor equivalent of $25,000 per year for a full-time, year-round employee for retailers with more than 1000 employees would lift 1.5 million retail workers and their families out of poverty, add to economic growth, increase retail sales and create more than 100,000 new jobs. The Demos report can be found at http://bit.ly/QRHf0m.

New polling shows that voters overwhelmingly supported the LRAA. Seventy-one percent of voters voiced their support in a survey conducted last weekend, with large majorities saying the bill would have positive effects not only on workers’ wages, but also on jobs, employment and the local economy. Additionally, 63 percent of voters said that they would be more likely to support a mayoral candidate in 2014 who supported the LRAA.

The survey of D.C. voters on the LRAA can be viewed here and you can access results by clicking here.

Washington, DC — Today, members of Respect DC, a coalition of grassroots-based organizations, pastors, workers, and community members concerned about the quality of life in the nation’s capital, released the following statement in response to Mayor Vincent Gray’s veto of the Large Retailer Accountability Act (LRAA).

Gray’s veto comes just two days after the Fair Political Practices Commission in California announced that it would be investigating whether Sacramento Mayor Kevin Johnson had a conflict of interest in a vote on a big box bill due to charitable donations he solicited from Walmart and the Walton Foundation.

Kimberly Mitchell, a Macy’s employee and lifelong Ward 7 resident:

“I am incredibly upset, disappointed, and angry that Mayor Gray has decided to stand with Walmart and other large corporations instead of with the residents of this city. Mayor Gray has made is clear who he stands with and it’s not with me, my neighbors or the residents of DC. We are now counting on the City Council to do the right thing, stand up with DC residents, and override this veto.”

“Mayor Gray had the opportunity to stand up for the residents of this city, but instead he allowed large, out of town companies, like Walmart, to threaten him and ultimately dictate the policies of our city. By vetoing this bill he has further eroded the ability of DC residents and workers to earn enough money to take care of themselves and their families while remaining in the city.”

Reverend Graylan Hagler, of Plymouth United Congregational Church of Christ and Faith Strategies:

“Unfortunately, the Mayor’s decision is hardly surprising because this is exactly what Walmart’s lobbyists said would happen. The Mayor’s office and Walmart have been working together to defeat this bill from the start.”

“If we cannot demand higher wages and good jobs from the nation’s and world’s largest corporations DC will not be able to remain a diverse and vibrant city. We strongly urge the city council to override this misguided veto.”

Adapted from Making Change at Walmart

Last week, Washington D.C.’s City Council voted 8-5 to approve a living wage bill despite threats by Walmart. The bill requires large retailers in the District, like Walmart, to pay their employees no less than $12.50 an hour.

While the bill enjoyed the support of a majority of the members and many district residents, Walmart threatened at the last minute to cancel the construction of three stores slated to open in the District if the bill became law. Interestingly, the company made this threat after publicly stating that it would pay District Walmart employees $13 an hour if the stores were approved to be built.

While many are shocked by Walmart’s clear hypocritical stance, groups like OUR Walmart and Making Change at Walmart have shown that Walmart is a company that likes to say one thing but do another. Walmart has a history of making promises but then reneging.

Not only are Walmart’s promises empty, but when they are held to their commitments they threaten the communities who hold them accountable. Walmart comes into communities, says one thing and does another. If they don’t get their way they threaten and bully communities the same way they bully their workers. Walmart proclaims to embody and promote American values, but when those values become inconvenient to their bottom-line they do everything in their power, including firing workers and reneging on promises, to get their way.

The DC Council sent a powerful message to not only Walmart but to companies that choose to do business in the city: you must fulfill your promise and treat DC residents with dignity and respect, while paying them a wage that allows them to care for their family. The living wage bill comes at a time when a family of four living in D.C. needs over $88K a year just to get by, according to a recent study.

With so much at stake, D.C. workers need your help to make sure the bill gets finalized. Please click here and send an email to D.C.’s Mayor Gray, asking him not to veto the bill.

D.C. is just the beginning–cities around the country are pushing for living wages, and the corporations are beginning to realize that the people have a say in how businesses operate on their turf. Let’s all tell Walmart that if they want to be in D.C., they need to pay a living wage.

Last week, over 70 members from UFCW Locals 75, 227, 700, 876, 880, 951 and 1059 conducted a coordinated worker to worker outreach to nonunion Macy’s workers in Michigan, Indiana, Kentucky and Ohio.

“It’s a powerful experience to reach out directly to people who have never had a union. The Macy’s associates were very receptive to hearing about how much stronger we are when we stick together,” said Jeff Pleasants from Local 227 in Louisville, Ky. “I’m really hopeful that we can make a difference at Macy’s.”

The UFCW member organizers were able to engage 750 Macy’s associates at 76 stores and offered personal testimonies of what the union has meant for their lives, and why more retail workers like Macy’s associates should be in a union.

“Being part of a union isn’t just about what’s going on in my own store. It’s about the whole industry. If we can raise standards at Macy’s, then we are going to be that much more powerful when we sit down to negotiate our own contract,” said Robert Hernandez, a member of Local 876 in Detroit, Mich.

Thousands of Macy’s workers have already come together with the UFCW to make their jobs better. Now UFCW members are working to ensure that non-union workers at Macy’s in Michigan, Ohio, Kentucky and Indiana have the same voice on the job as their union counterparts.

To learn more about how retail workers nationwide are coming together to raise the standards in their industry, visit www.retailworkersunited.org.

On March 26, the National Retail Justice Alliance, in partnership with the UFCW, Citizen Action/Illinois, Women Employed and Jobs With Justice, hosted a hearing at the Spertus Institute in Chicago with Representative Jan Schakowsky (D-Ill.) to highlight the economic plight of part-time workers in retail and other service industries. The hearing also underscored the need for Rep. Schakowsky’s legislation—the Part-Time Worker Bill of Rights Act of 2013 (H.R. 675)—which would extend protections to part-time workers in the areas of employer-provided health insurance, family and medical leave, and pension plans.

Sponsored by Schakowsky and Representative George Miller (D-Calif.), the Part-Time Worker Bill of Rights builds upon the progress of the Affordable Care Act (ACA) and ensures that part-time workers (defined as working less than 30 hours a week) and their families have access to critical workplace benefits. The ACA penalizes employers who fail to provide health insurance to full-time workers, but includes no such penalties for employers who deny health coverage to part-time workers.

Jim Hutton (left), a Macy’s worker, and Tyrone Robinson (right), a Walmart worker, spoke about their struggle to survive as part-time workers in the Chicago area.

“As our nation’s economy relies more and more on part-time, low-wage work, policies are needed to address the widening gap of those working without a safety net for retirement, healthcare, and family leave,” said Bill Fletcher, chair of the National Retail Justice Alliance and director of field service and education at the American Federation of Government Employees. “The Part-Time Worker Bill of Rights would ensure that employers provide for critical benefits for part-timers and protect the health and well-being of millions of part-time workers in retail and other service industries.”

In addition to Schakowsky and Fletcher, Tyrone Robinson, a Walmart worker and Jim Hutton, a Macy’s worker, spoke about their struggle to survive as part-time workers in the Chicago area. Local 881 members were also involved in the production of the hearing.

“Today, I decided to speak out because there are millions of part-time workers in my position, many of which are in a worse off because they earn less and can’t afford health insurance,” said Robinson. “Today, I am speaking out not just for myself but for them and millions of other workers who are too afraid to speak up.”

Just last week, over 300 Tacoma Mall Macy’s workers in Washington who are represented by UFCW Local 367 ratified a new contract. The new three-year contract includes the elimination of the two-tier wage structure, annual wage increases for the thereafter rates, recognition of years of service for on-call associates in hours selection, and other positive changes.

Negotiations between Local 367 and Macy’s began on January 23, and went on through early March. Union members showed strong solidarity while working toward a fair contract.

“It was the Tacoma Macy’s members’ solidarity that enabled us to beat back the two-tier system, “ said Local 367 President Denise Jagielo. “Long-time members stood strongly together with new hires to end this unfair practice.”

A few weeks ago, Macy’s Inc. CEO Terry Lundgren and ten other Macy’s executives received a handsome payout in the form of 727,000 shares of performance restricted stocks. Macy’s paid more than $11 million to Lundgren and ten other executives collected more than $14.4 million in the form of performance restricted stock units.

The retail sector is the largest industry by employment in the United States, and retail jobs are setting the working and living standards for thousands of American workers. That’s why it’s critically important that Macy’s and other employers in this industry compensate workers with the kind of pay and benefits that allow them to live in the middle class.

Academic studies, including a recent report by Demos, provide quantitative evidence that retailers, workers and the U.S. economy can benefit if retail companies invest in their workforce. According to the Demos report, raising wages for full-time retail workers at the nation’s largest retail companies (those employing at least 1,000 workers) would result in improving the lives of more than 1.5 million retail workers and their families who are currently living in or hovering above poverty.

alt="" width="209" height="134" />Today, a coalition of political and social justice activists from around the country launched the National Retail Justice Alliance to highlight the social and economic struggles of retail workers across the country.

The new alliance is dedicated to raising the living and working standards of retail workers in the United States. The retail sector is the largest industry by employment in the United States, and is projected to add almost 1.8 million jobs between 2010 and 2020—more than any other industry except construction. Although the retail sector is one of the fastest growing sectors in the country, many retail workers are struggling to survive in low-wage jobs with inconsistent hours and few benefits. Strengthening the middle class is essential to rebuilding our economy and it’s critically important that retail employers lead the way in making sure that retail jobs are good jobs with benefits so that workers in this growing industry have a pathway to the middle class.

“The retail sector is an important employer of minorities and women, and too many of these workers are living below the poverty line,” said Bill Fletcher, chair of the National Retail Justice Alliance and director of field service and education at the American Federation of Government Employees. “It’s clear that leaders in the retail industry need to step up to the plate and ensure that all retail jobs have decent wages and benefits that can support a family, and Walmart—the world’s largest retailer—is a good place to start. Unfortunately, the retail giant’s drive to put profits ahead of its workers has influenced other retailers to do the same, and that’s why this alliance was formed.”

Macy’s recently announced that most of its stores will be open continuously in the 48 hours leading up to Christmas Eve for its last “One Day Sale” of the season. While this is good news for shoppers, it’s not so great for the many retail workers who are struggling this holiday season.

The UFCW represents thousands of Macy’s workers throughout the country who have a voice in their scheduling and earn premium pay on holidays thanks to a union contract that they negotiated with their employers. That contract is the difference between a Macy’s worker with no union representation being forced to work undesirable hours on a holiday and a union Macy’s worker who wants to pick up an additional shift.

The retail sector is the largest employment industry in the United States, and retail jobs are increasingly setting the working and living standards for American workers. That’s why it’s critically important that all employers in this industry compensate workers with the kind of pay and benefits that allow them to live in the middle class.

Academic studies, including a recent report by Demos, provide quantitative evidence that retailers, workers, and the U.S. economy stands to benefit greatly if retail companies invest in their workforce. According to the Demos report, raising wages for full-time retail workers at the nation’s largest retail companies (those employing at least 1,000 workers) would result in improving the lives of more than 1.5 million retail workers and their families who are currently living in poverty or hovering just above the poverty line.

The entire UFCW family is proud of the courage that Macy’s workers show every day — in the face of retaliation from management and in some instances, heroic actions in the face of violence, as was the case of the Macy’s worker who selflessly looked after others when a gunman opened fire at a mall in Oregon. We wish our members and all Macy’s workers around the country a safe and peaceful holiday season.

“The American Worker – A Look at the American Worker in 2012″ is Current.com’s recent series of spotlights on today’s hardworking Americans, ranging from auto workers and school workers to baristas, administrators, and caregivers. Each installment in the series focuses on one such worker, giving a quick look at biographical info, including salary, and detailing each person’s relationship with their job. We thought this was a great resource, and honest glimpse into the highs and lows of real jobs today.

One of the bios that intrigued us the most was that of Eno Awotoye, a Vendor Selling Specialist at Macy’s Herald Square. As a unionized retail worker, Eno makes a good salary at 21.50 an hour, plus bonuses. Originally from Nigeria, she now lives in the Bronx, and enjoys great employee benefits including vacation, paid sick days/paid time off, medical & vision & dental insurance, and 401k with employer matching. Below, Eno answers questions from Current.com:

- What worries you the most about your job? What worries you most about your life outside of work?
“At work, I want to make sure that our union stays strong and that no anti-worker legislation is passed. Outside of work, I want to focus on my personal growth, and how to find time to continue to do art.”

- Are you in a union? Does your industry have unions? Do you think your industry should unionize?
“Yes, I’m a member of RWDSU’s Local 1-S (Retail, Wholesale and Department Store Union) at Macy’s on 34th Street in Manhattan. Unfortunately, only about 4 percent of the retail industry is unionized, and I think it should be much higher.”

- What is your proudest career accomplishment?
“My proudest career accomplishment has been being able to take what I’ve learned from almost 20 years of working at Macy’s to help other retail workers. I teach free customer service training classes, as well as professional sales classes such as building client books, visual merchandising, fine jewelry, etc., to retail workers seeking better jobs in this economy. Through this, I’m able to help folks who work in an industry with a lot of job growth get better jobs, while teaching them about their rights on the job.”

-If you could change one thing about your job, what would it be? (More flexible hours, better benefits, higher salary, better job security, pension plan, etc)
“I get all of the benefits listed above at my job because of our union contract, but most non-union retail workers don’t get these benefits. What I wish is that I can help workers get these basic protections and benefits at their jobs.”

Because she and her co-workers are about sticking together in their union and improving their workplace, Eno has many benefits that non-union retail employees may not. We think it is awesome that she works hard to help other retail workers who aren’t yet as fortunate, to teach them skills and inspire them to come together for their rights on the job. Although only a small percentage of retail workers currently enjoy good jobs like Eno’s at Macy’s, if we all stick together we can work for a brighter future for workers.

Rose Syracuse, can do you one better, because she was actually living those moments. The 92-year old has been working for a whopping 73 years at the Macy’s Herald Square flagship store in New York City. Rose, also a member of RWDSU Local 1-S, is now announcing her retirement.

Rose has been a member of Local 1-S for most of her life; in fact, there has never been a time when Local 1-S existed without her membership! Rose was there to witness the birth of the union at Macy’s, and all of the changes that have impacted retail workers since.

Starting as a 17-year-old, Rose entered the Macy’s workforce during a difficult economy, similar to today’s, when America was still feeling the effects of the great depression, and embroiled in World War II. During that time, Rose and her co-workers received a mere $14 per 48-hour work week.

However, after marching through the store, as well as down the streets through the bitter cold, Rose and the others were able to unionize, knowing it would bring about better conditions. They may not have known it at the time, but this victory was one that would benefit the Macy’s workers that came after them for generations and generations.

Speaking with RWDSU, Rose pointed out that “the union fights for you. They really help you. Otherwise how could you do it all by yourself? Nobody would listen to you.” We couldn’t agree more. Rose’s statement reminds us that the point of a union has not changed from 73 years ago: when sticking together, we have a voice that will be listened to.

We’d like to thank Rose for all she has done- serving at Macy’s, and of course laying the ground work for labor movements for years to come. We hope she will now enjoy her well-deserved retirement!

If you’re a young millennial today, you’re working in retail.

In a study published this week by Generation Y research firm Millennial Branding in conjunction with PayScale, it was found that the most common job among Millennials, or Generation Y, is sales representative or merchandise displayer. Not only were these the most common among this generation, but Millennials are five times more likely to hold these jobs, in comparison to all workers.

There would not be anything wrong with this, except the fact that these positions tend to be among the lowest paid jobs.

According to a recent article from USA TODAY, “for an age group struggling with a poor job outlook and hefty student loans, many settle for retail while they look for jobs in their preferred field”, says Dan Schawbel, managing partner at Millennial Branding. “A lot of them will end up in these retail jobs while applying for professional jobs and hoping there’ll be openings,” he says.

The study of 500,000 worker profiles shows that over half of merchandise displayers have a Bachelors Degree, and 83% of clothing sales associates have them as well.

The bad job economy has resulted in many similar cases, where recent graduates are forced to retain retail jobs they previously held while in school, or otherwise. It is unfortunate that millennials cannot find work in the fields they spend thousands of dollars to be educated in, but what’s worse is that the retail jobs they move into, cannot support a living wage most of the time. This is not just true for millennials, but for countless others who work in retail, struggling to make a living.

Stagnating wages and income inequality are ever-growing issues in our country. Workers who are overworked, underpaid and do not have any job security or benefits are all too commonplace. The fear of not being able to pay the bills, getting sick, or getting fired at any moment is plaguing workers in an industry that will become the backbone of the American economy.

So, what can we do about? We can all take a stand by supporting retailers who provide solid-work schedules, and paychecks and benefits that pay the bills.

Although many millennials see their retail jobs as a transition job, or stepping stone to something bigger, many will end up staying where they are. That’s why its more important than ever to stick together and advocate for what’s right. Union workers at retailers like Macys, H&M, Modells, and Bloomingdales already know that having a union voice on the job means they’ll be compensated and treated in a way that reflects their hard work. They’re able to bargain the middle class wages and health care benefits they earn and deserve.

With a union on the job, empowered retail workers can bolster the growing service industry and re-create the modern middle class that workers had in the past, and what we certainly need now.

“I am standing here with my fellow co-workers and mothers for a fair contract so that I can support my family and stay working at a job that I love,” said Sara Knight, a worker at the Macy’s in Alderwood, WA.
To stand together and send a strong message to management, working Macy’s mothers, grandmothers and children of Macy’s workers spoke at the events and handed out flyers and roses to Macy’s customers. Workers and their supporters also stood outside of their Macy’s stores with yellow balloons and signs that said, “Moms are Magic.”

Today’s post is the first in what will be an ongoing series on the retail industry, its impact on our economy, and the opportunities and challenges its workers face.

A recent article in Good Magazine focused on telling the stories of workers in the service industry that anyone who works in the sector is all too familiar with. The piece is filled with examples of workers who are overworked, underpaid and do not have any job security or benefits. The fear of not being able to pay the bills, getting sick or getting fired at any moment is plaguing workers in an industry that will become the backbone of the American economy.

Retail jobs are growing, and they’re poised to become as important to the 21st Century American economy as manufacturing jobs once were. Yet, despite the growing demand of the service industry, retail jobs don’t always come with a path to the middle class, and instead leave workers struggling to meet their basic needs. If we want to have a middle class in America, it is crucial that millions of American retail workers have good jobs with solid work schedules, and a paycheck and benefits that pay the bills.

Make no mistake, retailers actively work to make these jobs “bad” jobs. Driven by the bottom line of profit, and emboldened by a struggling economy and a plethora of applicants, they’ve purposely created a broken system and negative working environment for workers. With the exception of a few responsible retailers whose workers have a union voice, most retail employers don’t pay a living wage. They depend on high turnover. They’re stingy with schedules in order to avoid paying overtime and providing benefits.

Retailers trap their workers in a cycle of inconsistent schedules and wages that leave them struggling to make ends meet and support their families. Many workers have to balance two or three different jobs at a time in order to make a 40 hour work week possible. The middle class cannot survive or prosper if its foundation of workers is scrambling between several jobs just to pay the bills or put food on the table.

Retailers and other service industry employers do this to send a clear message to workers: you don’t deserve good jobs. In surprising, stark contrast to the way we felt about manufacturing jobs, Americans are starting to believe retail jobs – the very foundation of our new economy – shouldn’t be decent, dependable, middle class jobs. Many workers are just grateful to have a job at all, and they expect low wages and benefits because it is part of the system that has been ingrained in them.

These workers will play a significant role in the American economy. It’s shocking to think about the consequences of a generation of workers whose primary job opportunities offer them no path to the middle class.

Many people see their retail jobs as temporary or as a stepping stone to other careers, so they don’t want to invest a lot in a position they believe will not serve them in the long run. But the fact is that many will end up staying in their service industry jobs because those will be the only opportunities available to them. That’s why retail workers need to unite and take action now to fight against the industry’s push to make retail jobs “bad jobs.”

Workers in retail can be empowered by coming together on the job, recognizing that they are a critical part of the national workforce, and demanding to share the success with profitable national and international retailers.
